Throughout the 20th century and early in the 21st, experiments were run on special people. Nations across the world had each their own lab, and, along with that, the U.S. Government had their own agency called the "Division."
  
Later on in the 21st, the labs were shut down, tired of failure, and specials were set free- under one condition: Any special, any where, must be registered and classified.
  
It is now the year 2109. Nothing has really changed. Specials live among us and we live among them. And they're disappearing off the streets. Experiments have begun again. Secretly, the "2nd Division" has picked up in America where the first had left off.
